Sheldon Kennedy and Justice Minister Rob Nicolson

Convicted sex offenders who prey on children are the focus of tough new legislation the federal government intends to bring in later this year.

Justice minister Rob Nicholson made the announcement at a press conference Monday that included Sheldon Kennedy, who was sexually abused by his coach, Graham James. "I couldn't have imagined sixteen years ago when I disclosed my abuse that we'd be talking about these issues so openly."

Nicholson also announced Ottawa will introduce a victim's bill of rights, which he says will ensure victims will have a greater voice in the justice system.
It's something Kennedy also agrees with, "Victims need a louder voice in the criminal justice system and child victims need more support. In many cases if these children do not get early attention they end up in our medical or criminal systems where the personal costs are enormous."
